Do you think it makes it okay to add "just kidding" after a surprising statement?

No, I don't.  Telling someone "I'm just kidding!" after seeing the shocked, sometimes hurt faces, doesn't really make it better.   Typically, someone only usually says "I'm just kidding" when they've hurt someone's feelings.  If your intent was to not hurt their feelings, then you probably shouldn't say things you might need to redact later.  In some cases, the damage is done.  Others, they might believe you were only kidding...but who wants to take that chance?
